As an "At Large" member of the School Board, I will work to ensure that the business case for acquisition and life cycle management of schools and other facilities considers all relevant variables, such as:

• Feasibility and desirability of additional services, such as pre-Kindergarten daycare and full-day Kindergarten;

• Current school membership and future membership projections;

• Current school boundaries and future boundary change alternatives;

• Capacity, condition, and operation and maintenance costs of schools and other facilities;

• Capacity, condition, and operation and maintenance costs of transportation;

• Current and future availability of operation and maintenance funds;

• Current and future availability and costs of capital projects funds;

• Costs, benefits, and risks of available alternatives for acquisition and life cycle management of schools and other facilities (e.g., renovation versus construction, lease versus purchase, temporary versus permanent); and

• Effects on students, parents, teachers, staff, administrators, and other stakeholders—including neighborhoods and new housing developments.
 
The proper balance between renovation of the schools in older neighborhoods and construction of new schools in new housing developments should be determined by a business case analysis that considers all relevant variables and justifies a solution that yields the maximum overall return on investment (ROI) in education for stakeholders in the FCPS.
